Generally exceeds a Moderate guideline: 11 or more planes, 7 or more valleys, 4 or more pitch changes, 3 or more systems, 13 or more penetrations, 7 or more wall-to-roof intersections, more than 75 squares or 5 sections, or 3 or more trades. Also includes turrets, cones, mansards, dead valleys, radius roofs, extensive parapets or irregular multi-system tie-ins. Commercial, industrial and specialty roofs—including warehouses, barns, data centers, malls and high-rises—generally require Complex classification.

May apply when any Moderate guideline is exceeded. Indicators include full-home reconstruction, extensive kitchens/bathrooms, custom cabinetry or millwork, structural framing, major electrical/plumbing, HVAC, fire-suppression systems, commercial kitchens, elevator areas, large-scale contents manipulation, extensive tile/stone, specialty wall coverings, historic or high-end finishes, acoustic systems, large commercial spaces, multiple tenants, industrial interiors, healthcare, hotels, schools, data centers, malls and high-rises.

Commercial, industrial, specialty or highly coordinated interiors generally require Complex classification even with a low room count. Simple, Moderate and Complex describe the estimating workload only. We review roof geometry or interior layout, estimating trades, quantities, systems, access, specialty materials and documentation before confirming the classification.

The published criteria are workload guidelines, not automatic pricing entitlements. A low room count, small roof or low claim value does not make a technically complex assignment Simple. Commercial, industrial, specialty and unusually coordinated scopes require review.

Combined or Other projects receive a reviewed scope and quote. No combined price is inferred by adding table entries.

No F9 notes, code arguments, photographs or manufacturer documentation are included. F9 Documentation is a separate reviewed service. Carrier Technical Coordination is not available with Estimate Only alone.

Simple F9 Documentation

Targeted F9 documentation for files where most of the reasonably supportable repair scope has already been approved and the remaining dispute is limited to specific line items, continuity issues, or code-required components.

Includes review of the carrier estimate and contractor scope; preparation or revision of the estimate as required; targeted F9 notes; minor code language on limited line items; standard technical documentation; and delivery to the contractor.

Typical roofing items include ice and water shield, starter, flashings, drip edge, code-required components and limited quantity or pricing corrections. Interior examples include limited flooring, cabinet or finish continuity, noncompliant plumbing, smoke detectors, fire blocking, insulation R-values and limited missing line items.

Progressive fee: 10% of the first $25,000, 8% of the next $25,000 and 5% above $50,000 of additional carrier-approved RCV supported through SaguaroScope’s work. The baseline is excluded. Minimum total documentation fee: $399.

The entire F9 Documentation fee is billed after approval. There is no upfront or handoff documentation fee.

SaguaroScope’s estimating team assigns the documentation level after reviewing the complete file. You may accept or decline the assigned service before work begins.

Extensive manufacturer packages, broad whole-roof or room-by-room reconstruction arguments, advanced technical positions and unlimited revisions are not automatically included in Simple F9 Documentation. Carrier Technical Coordination is a separately priced add-on available by written Service Order. Once the Backend Technical Support phase is earned, reasonable later technical-response rounds concerning the same accepted repair scope are included at no additional charge.

Advanced F9 Documentation

Comprehensive F9 documentation for materially under-scoped, technically difficult, or highly disputed claims requiring advanced technical support.

Includes review of the carrier estimate; detailed scope reconstruction; preparation or revision of the estimate; comprehensive F9 notes; applicable code research; manufacturer documentation when applicable; advanced technical position development; supporting technical exhibits when reasonably required; detailed argument support; and delivery to the contractor.

Roofing examples include supporting a whole-roof replacement where only limited slopes were approved, omitted roof systems, manufacturer requirements and broad matching, repairability, integration or code issues. Interior examples include omitted rooms or repair operations, major kitchens or bathrooms, fire or whole-house damage, structural damage, vehicle or tree strikes, lightning losses, major framing/electrical/plumbing issues and extensive continuity or sequencing needs.

Progressive fee: 12% of the first $25,000, 9% of the next $25,000 and 6% above $50,000 of additional carrier-approved RCV supported through SaguaroScope’s work. The baseline is excluded. Minimum total documentation fee: $499.

The entire F9 Documentation fee is billed after approval. There is no upfront or handoff documentation fee.

The base estimate fee and F9 documentation fee are fully separate. References to estimate preparation or revision describe the accepted work, not an estimate-fee credit.

The brackets are progressive: each rate applies only to the dollars in that bracket. The applicable minimum still applies.

Baseline Carrier RCV is the carrier’s latest written replacement-cost amount for the same claim and substantially the same scope immediately before percentage-based documentation begins. Fees use only additional carrier-approved RCV attributable to our work. The original estimate, deductible, previously approved scope and unrelated increases are excluded; the attributable increase cannot be negative.

$70,000 supported increase: Simple F9 = $2,500 + $2,000 + $1,000 = $5,500. Advanced F9 = $3,000 + $2,250 + $1,200 = $6,450.

$3,000 supported increase: Simple’s $300 calculation becomes the $399 minimum; Advanced’s $360 calculation becomes the $499 minimum.

Your delivered estimate includes the accepted F9 notes. Standard accounts pay the base estimate fee at handoff before final release; approved periodic accounts follow their agreed billing schedule.

The entire separate F9 percentage fee or applicable minimum is billed after you report the final carrier settlement or approval and we verify it. No upfront F9 deposit or handoff F9 minimum applies. No estimate-fee credit applies.

Example: $249 estimate + $499 Advanced F9 minimum = $748 combined.

F9 DOCUMENTATION REVIEW

SaguaroScope’s estimating team assigns Simple F9 Documentation or Advanced F9 Documentation after reviewing the complete file. The client does not select the documentation level and cannot require the lower tier. The client may accept or decline the assigned service before work begins.

Simple F9 Documentation generally fits targeted disputes where most reasonably supportable principal repair scope is already approved. Remaining items need targeted F9 notes, limited code language or standard technical documentation.

Advanced F9 Documentation generally fits materially under-scoped, technically difficult or highly disputed claims requiring comprehensive F9 notes, applicable code research, manufacturer documentation when applicable and advanced technical position development.

We consider the approved scope; breadth and significance of omitted slopes, rooms, systems and finishes; disputed trades; technical complexity; code and manufacturer support; documentation quality; and the work required. Claim dollars alone do not determine the level, and no fixed percentage-of-scope cutoff applies.

Estimate Only is the separate fixed-price estimate-and-sketch service with no F9 notes. Water mitigation keeps its separate Simple, Standard and Expanded workload tiers, scope and payment terms; these F9 rates do not automatically apply to mitigation.

Carrier Technical Coordination is an optional technical support service for eligible F9 Documentation assignments and SaguaroScope-written mitigation estimates. It includes transmission and tracking of the client-approved technical package, factual defense and explanation of SaguaroScope’s estimate, correction of factual scope deficiencies, and backend technical responses concerning the same accepted repair scope.

Carrier Technical Coordination is billed in two work-based phases. Technical Deployment is billed when SaguaroScope transmits the approved technical package and establishes the submission record. Backend Technical Support applies only when SaguaroScope completes a substantive backend technical response. Roofing/reconstruction pricing remains stated in the written Service Order. For SaguaroScope-written mitigation estimates, Technical Deployment is 1% with a $99 minimum and Backend Technical Support is 2% with a $149 minimum of the approved mitigation estimate amount fixed before first submission.

Both mitigation phases use the client-approved mitigation estimate amount fixed before first submission. Roofing, reconstruction and unrelated claim amounts are excluded. These fees are earned for completed technical work, regardless of carrier approval, settlement or collection.

Mitigation needs no insurer-written estimate, carrier baseline or separate F9 service. A review-only file must first upgrade to SaguaroScope estimate writing.

Backend Technical Support is charged only after a substantive backend technical response is completed. If that work is not needed, that phase is not charged. Reasonable later response rounds on the same accepted scope are included; expanded scope requires an agreed change order.

Your PSO or applicable annual standing agreement authorizes the services. You approve the package before transmission. Ordinary accounts are billed as each support phase is earned; approved periodic billing follows the account's agreed schedule. Writing is billed separately at handoff. No settlement-contingent fee or insurance-baseline calculation applies to these mitigation phases.

No. Once the Backend Technical Support phase is earned, reasonable later technical-response rounds concerning the same accepted repair scope are included at no additional charge. Materially expanded project scope may require a written change order.

Your company verifies field facts, controls homeowner communication, and reviews and approves every deliverable and the technical package before transmission. The applicable written service order or annual standing agreement authorizes the services.

SaguaroScope does not accept or reject carrier payments, bind the contractor or insured, interpret policy coverage or make settlement decisions. The contractor and insured retain coverage, settlement, appraisal, legal and payment-acceptance decisions. Carrier approval is not guaranteed.

F9 Documentation and Carrier Technical Coordination are separate services. Roofing/reconstruction Estimate Only alone does not include technical coordination.

No charge for the short qualification check. Estimate writing and technical review are separate paid services.

$49 up to 3 simple rectilinear rooms; $99 up to 7; $149 up to 12, using adequate contractor measurements. Complex geometry is quoted separately. Basic grouping/quantity entry is included in writing. Existing usable ESX sketches do not incur this add-on. No site measurement or purchased report is included.

Agreed in advance at $75/hour, one-hour minimum, then quarter-hour increments, with a written total cap. Our drafting/calculation errors are corrected without a correction charge.

Subject to confirmed capacity. Add 35% of the writing fee, rounded up to a whole dollar, minimum $99. Simple total $248; Standard $348; Expanded $539. Delivery is confirmed in the order; there is no automatic next-day guarantee.

We confirm scope, price, required inputs and a delivery target before production. Submission alone does not accept a service or authorize a charge.

No writing deposit is required. The full writing fee is billed at handoff and must be paid before final ESX/PDF release. Approved periodic clients receive finished files when ready and are billed on their agreed schedule.

The $99 review fee is collected after acceptance and before staff begins review; approved periodic accounts retain their agreed terms. Apply an eligible $99 review credit to the writing fee due at handoff. Fees are independent of carrier approval, payment, job award or collection.

Writing includes one consolidated revision request within 7 calendar days of initial draft delivery using the same accepted scope and source facts. Our drafting/calculation errors are corrected without charge and without that time limit.

New facts or added scope require an accepted change order before further billable work. Additional work is quoted with a total cap; no open-ended charge is inferred.

Before completion, reasonable documented work actually performed is billed up to the accepted fee; prepaid excess is credited or refunded. The fixed fee is earned at completion.

No percentage cancellation charge, attribution tail or claim-recovery fee applies to water writing. Separately authorized technical support phases are earned when their defined work is completed.

Standard tiers cover completed residential records. Commercial, Category 3, specialty drying and larger files require individual scope review and a written quote if accepted. Fire/smoke, mold, abatement, biohazard and contents fall outside the standard water offer. Reconstruction is priced separately. The accepted service order controls the work.

Initial fit review is available. Standard tiers cover completed records; a preliminary estimate and later finalization require a separate scope and quote.

Specialist research or expanded scope receives a separate written quote. Optional technical support for SaguaroScope-written mitigation estimates uses the two published work-based phases above; no separate F9 service or insurer-written estimate is required.

Separate water and reconstruction prices, with an overlap check. No automatic bundle discount or duplicate operations.

No automatic volume discount or subscription. Any separate arrangement is agreed in writing. No third-party expense is incurred without approval. The accepted order itemizes any legally required tax.
